I kinda want to suggest that you should have him over to "fix something" while you're not around, and leave some secret security cameras around, then catch him fucking shit up, and send him to prison.
Actually no... what you should REALLY do is microchip the fucker, and find out if he visits anyone else to fuck them over... then call those people to tell them he's a thieving sabotaging asshole so that he can't make any money by being a dick... up until the point where he either stops being a massive donkey sphincter or he starves.
Mostly because I don't think taxpayers should have to cover his expenses.

How about you tell him you moved, and when he asks, give him a fake website link that directs him to a youtube video of "Under The Sea"
Worst case scenario, you'll have mocked him profusely.
Best case scenario, he'll think you actually moved under the sea, and will drown himself trying to find you.
For bonus hilarity, whenever he calls you after that, sing the song.
If he gets mad just tell him to stop fucking calling.
